The Port Authority of the Bay of Algeciras (APBA) took part on 24 September in the 2nd TAI Seville Forum, an event that brought together technology leaders and senior executives from various Andalusian public administrations to discuss the main challenges of digital transformation in the public sector. The event, entitled “Technological Challenges for the Future of Andalusia’s Territory and Businesses”, provided an opportunity to address key topics such as the evolution of digital infrastructures, cybersecurity, data governance, Artificial Intelligence (AI), and collaboration models between public organisations. It is worth noting that the forum, organised by Grupo TAI Editorial, featured the collaboration and participation of the Provincial Council of Seville, Andalucía Logistics Cluster, and the Official Association of Telecommunications Engineers of Western Andalusia and Ceuta.
Representing APBA, Jesús Medina Blanco, Head of the Technology Development Area, shared the Port of Algeciras’ experience in digital transformation, technological innovation, and critical infrastructure management. During his intervention, he highlighted the complex balance that organisations such as APBA must strike between ensuring the continuity of essential services and, at the same time, continuing to innovate and promote new technological initiatives that enhance efficiency, competitiveness, and the port’s ability to respond to future challenges.
One of the topics discussed was how technological projects are prioritised in an increasingly demanding and rapidly changing environment. In this regard, the discussion emphasised the need to combine the modernisation of existing infrastructures with the incorporation of new digital capabilities that enable progress in areas such as automation, data analytics, and the enhancement of services provided to the Port Community. This reflection underscored the importance of maintaining a long-term vision capable of reconciling the day-to-day operation of a strategic infrastructure with the gradual integration of innovation.

During the discussion, participants also presented concrete examples of the Port of Algeciras’ technological resilience. Among them, special attention was given to the performance of the port infrastructure during the 2025 blackout, when several solutions deployed by APBA contributed to maintaining service operability. In particular, the role played by the private LTE communications network was highlighted as a key tool for ensuring operational and communication continuity under exceptional circumstances.
Another topic explored was the need to adapt public procurement models to the pace at which technologies evolve. Participants shared experiences regarding the difficulties administrations face in incorporating innovation in an agile manner, especially in a context marked by the rapid emergence of new digital solutions and increasingly dynamic organisational needs.
The session also devoted significant attention to cybersecurity, identified as one of the major technological challenges for the coming years. Discussions focused on the impact of new AI-driven capabilities and the need to strengthen the protection of critical infrastructures, information systems, and strategic data, while simultaneously ensuring a secure environment for innovation and the adoption of emerging technologies.

Participants also exchanged views on other common challenges related to data sharing between organisations, the adoption of emerging technologies, the future of public digital infrastructures, and the role that tools such as AI and digital twins will play in decision-making processes over the coming years. These discussions were framed within a shared vision of building more efficient, resilient administrations capable of anticipating the needs of citizens and businesses.
APBA’s participation in initiatives such as this reinforces its commitment to open innovation, institutional collaboration, and knowledge transfer with other public and private organisations. At the same time, these forums provide opportunities to identify common challenges, learn from successful experiences, and explore new avenues for continuing to advance the digital transformation of the Bay of Algeciras’ port and logistics ecosystem, contributing to the development of an increasingly connected, efficient, and future-ready port.
