Summary:

The objective of the project of modernization and automation of the access controls of Algeciras Port has been to increase the port security and improve inland operations, serving as starting point to the advanced tracking system. Particularly the project has focussed in the improvement of the vehicle and pedestrian access points and control measures and, on the other hand, on the vehicle tracking throughout the port.

Therefore, the scope of the project has covered both the instrumentation of the access points (licence plate scanners, container scanners, barriers, traffic-lights etc.) and the development of an automated and intelligent tool for data collection (tracking). In addition, the project has served to reinforce the security infrastructure and those elements of already existing access points.

The access points equipped during the project have been:

• North access
• Tangier-Med Berth
• Ceuta Berth
• Ceuta and Tangier-Med Landing Berth
• Isla Verde Exterior Rail Terminal
• Isla Verde – Quay North
• Access point to the Isla Verde Exterior-Quay North.

The platform SIGCA 2 has made it possible to equip the access points with additional scanning control, as well as closure systems such as fencing or automatic gates to reinforce the security in specific port areas.

The availability of these elements and the associated management platform have made it possible:

• An improvement of landside operations, since the automation of control operations at port gates (barriers or motorized doors) will help to speed up the vehicle flow.
• The collection of tracking data in real time and storing historical records that will support decision making.
• Support to port security, by providing a real time up to date record of licence plates and containers and their location within the port area.
• Avoid an inefficient use of the port infrastructure and facilities.
• Improve security at the various entrances.

For the attainment of these results the system integrates the high-performande scanning and physical security equipment and a management platform that communicates with different APBA information systems and technological platforms.
